Abstract
Key Messages Energy policy in Toronto needs to be sensitive to residents' different social and economic positions. The study's findings highlight the extent to which ENGOs are adopting environmental justice in Toronto. In Toronto's neoliberal context, ENGOs have a bridging role between the state and communities.
