By 2007, seven years of drought and resultant water restrictions were having a detrimental effect on sports fields across the City of Melbourne. Of greater impact, however, was the significant increase in the levels of demand that these same sports fields were experiencing: some winter sports clubs saw annual membership increases of up to 40%. Increases in casual and unauthorised use of sports fields were also having an impact, with Council's seasonal tenants often bearing the brunt of restricted use. At the start of the 2008 winter season, Council could provide only a quarter of clubs' training requirements due to the poor condition of our sports fields.
