A l’instar des arrangements qui prevalent aux Etats-Unis et au Canada, la structure de la police australienne est profondement influencee par un environnement politique federal qui repose sur une stricte distribution des domaines de competence entre les differents niveaux de gouvernement. La Constitution de 1901, elaboree a la suite de nombreux compromis entre des colonies fermement decidees a preserver leurs prerogatives, octroie des pouvoirs strictement definis au Commonwealth, alors que les etats demeurent responsables de l’administration de leur systeme de sante, d’enseignement, de transport, de logement social, et de justice. Cette repartition des responsabilites implique que les six etats et les deux territoires disposent de leurs propres services de police, ainsi que de systemes judiciaires et correctionnels autonomes. Le systeme policier australien s’appuie par consequent sur des forces de police etatiques centralisees qui, contrairement a leurs homologues americaines ou canadiennes exercent un monopole fonctionnel, puisqu’on ne retrouve pas en Australie de polices municipales ou regionales. On doit signaler que si chaque etat ou territoire dispose de son propre organisme d’application de la loi, le Territoire de la Capitale Australienne, qui englobe la ville de Canberra et ses banlieues, fait appel a la Police Federale Australienne, avec laquelle elle signe des contrats de services renouvelables tous les cinq ans. Les depenses globales consacrees au fonctionnement des services de police se montaient en 2005-2006 a un peu moins de six milliards de dollars australiens, soit 291 dollars par habitant.
