Abstract
RESUME : Le contenu de ce memoire fait partie d’un projet finance par Recherche et developpement pour la defense Canada (RDDC) et confie au Centre risque & performance de Polytechnique Montreal en partenariat avec Industrie Canada et le Centre des services partages du Quebec. Les reseaux de telecommunication sont consideres comme des infrastructures essentielles dans le sens ou ces reseaux fournissent a la societe une ressource dont elle a necessairement besoin pour bien fonctionner. Dans le souci de les proteger, un comite du secteur des telecommunications au Quebec recommande dans un de ses rapports qu’une etude des interdependances entre les differents fournisseurs de services de telecommunications soit initiee. Cependant, certains defis au partage d’informations entre fournisseurs de services de telecommunication au sujet de leurs interdependances subsistent. L’objectif de cette recherche est d’analyser de facon structuree la problematique du partage, entre des fournisseurs de services de telecommunication, d’informations sensibles concernant specifiquement les interdependances entre eux. Cette analyse passe par les sous-objectifs suivants a savoir une caracterisation des interdependances entre fournisseurs de services de telecommunication ainsi que par l’identification, d’une part, des freins au partage d’informations et, d’autre part, des gains potentiels lies au partage d’informations. Enfin, des modalites d’implantation d’un cadre de partage d’informations sont proposees. L’approche utilisee pour les travaux est celle de la recherche-action. Cette approche consiste en la collaboration de chercheurs et de professionnels rencontrant une problematique concrete, dans le but d’associer rigueur scientifique et contraintes pratiques. Les resultats de ce memoire conduisent a des recommandations pour la mise en place d’un cadre d’echange et de partage d’informations dedie aux interdependances entre fournisseurs de services de telecommunication.----------ABSTRACT : The works presented here are included in a larger research project, funded by Defence research and development Canada (DRDC) and assigned to the Centre risque & performance of Polytechnique Montreal in collaboration with Industry Canada and the Centre des services partages du Quebec. The telecommunication networks are considered as critical infrastructures because these networks provide a vital resource which society needs to properly operate. In order to protect them, a committee from the telecommunication sector recommends in one of his reports that a study about interdependencies between telecommunications providers should be carried out. Nevertheless, some challenges remain to share information between them regarding their interdependencies. The goal of this research is to analyze in a structured way the issue of sharing sensitive information between telecoms providers about their interdependencies. This study is going through the following sub-objectives that is to say a characterization of interdependencies between telecommunication networks as well as, on the one hand, the identification of obstacles of information sharing and, on the other hand, of plausible profits linked to information sharing. Finally, terms and conditions to implement a framework for the exchange and sharing of information are proposed. The methodological approach employed to reach the goal of the research is the one of the action-research. This approach consists of the collaboration of researchers and practitioners coming across a concrete issue, in the aim to bring together scientific rigor and practical concerns. The results of this dissertation lead to advices for the set-up of a framework for the exchange and sharing of information dedicated to interdependencies between telecommunications providers.
