L’auteur souligne la variété et la diversité des mouvements pour le désarmement de l’Europe de l’Ouest. Il suggère de regarder le groupe Désarmement nucléaire en Europe (DNE/END) non pas comme un groupe de coordination des autres militants en Europe mais bien comme un groupe ayant apporté une contribution originale. De fait, l’effort de ce groupe réside dans la réflexion qu’il a su susciter par la publication d’un document intitulé « Appeal for European Nuclear Disarmament » et qu’il a nourri par la suite, par une série de conférences auxquelles il a accollé son nom (END). L’auteur fournit une série d’arguments favorables à l’option du non-alignement pour les mouvements européens et démontre la nature du questionnement fondamental que ce choix soulève.
