Abstract
The debate over whether targeting terrorists or insurgents is a good idea tends to focus upon the efficacy of targeted killing as a means of reducing the lethality, frequency, or strategic potency of their attacks. But efficacy also depends on the institutional arrangements that make it possible to set up and make use of a targeted killing programme. In my paper I examine how the CIA came to use targeted killing, and how innovative actors within and between the US's security institutions overcame the obstacles posed by bureaucratic norms prohibiting assassination.
