Abstract
Depuis 2013, 22 États ainsi que l’Union européenne négocient un accord plurilatéral portant sur le commerce des services : l’Accord sur le Commerce des Services (ACS). Cet accord vise la libéralisation renforcée et multisectorielle du commerce international des services. Cet article éclaire les principales caractéristiques du futur accord, au regard notamment de l’Accord commercial sur le commerce des Services (AGCS), précédemment conclu dans le cadre de l’OMC. L’ACS constitue une solution de repli face à l’échec des négociations commerciales multilatérales, mais pourrait toutefois constituer un levier pour une multilatéralisation future.
