La violence en milieu carcéral est une réalité difficile à mesurer, tout comme la violence en milieu libre, mais la violence est indubitablement sous-évaluée dans les deux cas. Sur la base des statistiques officielles, il ressort que les détenus, comme le personnel de garde, sont victimisés, les premiers nettement plus intensément que les seconds. En dépit de cette constatation, la victimisation en milieu carcéral ne suscite pas l’intérêt des pouvoirs politiques. Politiquement non rentable, la prise en considération de ce type de violence provoquerait indéniablement un questionnement sur son origine autant que sur le rôle de l’institution carcérale dans ses manifestations. Par conséquent, il n’est pas étonnant que les politiciens refusent de s’intéresser à ces questions sauf lorsque des événements spectaculaires suscitent le scandale ou l’indignation populaire.
