This article tries to determine and characterize the diverse phases that a team of teachers should carry out to devise a program based on the development of competences, of assuring the coherence maximum in the set of the decisions and of offering to and the students the whole necessary support to reach the purposes of the formation. It breaks of a definition of the concept of competition to happen to describe the stages that go of a good idea or intention to its implementation or put in operation of a program by competences.
