Abstract

1 The author is a records and archives consultant based in Vancouver, BC, Canada, who has worked around the world in the development of accountable record-keeping systems and the education of records and archives professionals. This paper is an outgrowth of the author’s recent work with the International Records Management Trust and the World Bank on issues of accountabilit y, transparency, and record keeping in the public sector. Readers interested in more information about this project, on Evidence-based Governance in the Electronic Age, are directed to the IRMT website at www.irmt.org/evidence. The author is grateful to the International Records Management Trust, and particularly to her colleague Andrew Griffin, for assistance during the research for this paper.
