Abstract
1 The author is a records and archives consultant based in Vancouver, BC, Canada, who has worked around the world in the development of accountable record-keeping systems and the education of records and archives professionals. This paper is an outgrowth of the author’s recent work with the International Records Management Trust and the World Bank on issues of accountabilit y, transparency, and record keeping in the public sector.
