Abstract
In Chapter 2 we argued that the structure and operation of policy networks are key to explaining states’ responses to certification schemes. Such networks emerge and transform themselves over time as a consequence of interactions between a country’s ecology, constitution, commodity-chain structures and resource-management discourses. These natural, political, economic and discursive features not only directly shape the formation of business, environmental and social interests but also influence the institutional framework within which those interests are then mediated. The purpose of this chapter is to compare and contrast these elements of a country’s ecological political economy, examining their manifestations in Australia, Canada and the UK at the national and sub-national levels.
