Abstract
Marine fisheries in the northwest Atlantic Ocean, and particularly on the Grand Banks of Newfound land, have been exploited by Europeans since pre-Columbian times, who were joined by French and British colonists in the New World and, eventually, Canadians. Following the1975 confrontations, Canada embarked on a series of bilateral negotiations with the States conducting distant-water fisheries on the Grand Banks. Since 1993, sustainability of marine capture fisheries has been identified as a matter of pressing concern, most particularly by the FAO. Although some degree of mechanization of the Canadian fisheries industry did occur through the postwar period, it was done neither at the scale nor at the pace of the Europeans. In the northwest Atlantic, Canada either acted unilaterally in contravention of existing international law, or taken the lead in the advancement of international law, depending on one's point of view, in matters which concern sustainability of high seas fisheries.
