Abstract
Dragon économique depuis une vingtaine d’années, le Vietnam connait une forte croissance de la demande en énergie électrique. Si le pays possède une grande variété de ressources permettant la production d’électricité, elles restent pour la plupart en quantité limitée. Selon les prévisions pour la période allant de 2030 à 2050, les ressources en charbon et en gaz naturel du Vietnam ne pourront pas satisfaire la demande domestique. Par conséquent, les principaux objectifs de Hanoi sont de développer et d’investir dans l’hydroélectricité, les énergies renouvelables et un programme nucléaire civil. Par manque de planification rigoureuse, de financements adéquats et de tensions en mer de Chine méridionale, le plan de développement de la production d’énergie électrique vietnamien semble techniquement, financièrement et géopolitiquement impossible à réaliser sans l’aide d’acteurs étrangers, fragilisant à terme l’État-parti.
