Abstract
Le contrat de performance tend a devenir un instrument cle de la reforme de la gestion publique. C'est celui par lequel le ministere de l'Education du Quebec et les universites quebecoises se sont associes dans la mise en oeuvre d'un reinvestissement d'argent. L'article definit les aspects fonctionnels du contrat de performance et presente les relations entre l'Etat quebecois et les universites. Il propose aussi une analyse de cette experience, presentee comme une des facettes de la politique de l'Etat quebecois a l'egard des universites. Deux approches complementaires associees a l'analyse des politiques permettent de considerer a la fois les logiques distale (le referentiel) et proximale (la dynamique) qui ont conditionne la realisation de la politique.
