Abstract
This chapter provides a critical review of the CFC phaseout versus the MeBr phaseout in the Montreal Protocol. It examines the success of the CFC phaseout and the significant delays and problems with the MeBr phasehout. It suggests that the different outcomes of the CFC and MeBr cases are strongly linked to the economic viability of alternatives to maintaining production within the United States in both cases; the economic opportunity for chemical producers; and changes in global attitudes toward environmentalism. It shows how the United States—under much less pressure from civil society (including the chemical industry) to phase out MeBr than it had faced with CFCs and much more pressure from agro-industry to keep MeBr—successfully stalled its elimination well beyond the scheduled phaseout date of 2005.
