Abstract
La communication des institutions gouvernementales françaises est aujourd’hui considérée comme évidente et nécessaire. Or la systématisation de l’adresse aux citoyens par le pouvoir exécutif ne résulte pas de changements institutionnels, ou de l’éternel projet de modernisation de l’administration, ni du développement de la communication politique en général. L’institutionnalisation de la communication gouvernementale française peut en effet être comprise comme l’actualisation contemporaine, sophistiquée car démocratiquement correcte — a contrario de la propagande — de la tradition d’intervention massive de l’État français dans le champ de l’information, autrement dit du Dispositif d’information d’État.
