Abstract
By January 1881 no doubt remained about the Russian intentions in the Transcaspian region, particularly southward in the direction of the Atrak River and its mouth. The permanent nature of the Russian presence in this quarter, so close to the Persian heartland,1 was made evident in the 1881 Russian-Persian Telegraph Agreement.2 It extended the terms of the 1879 Telegraph Convention indefinitely and for as long as the Russian government required the connection in order to ensure communication with its military stations east of the Caspian.
