Abstract
This chapter examines one of the most ambitious, large-scale, and epoch-spanning regional efforts at environmental restoration: the case of the cleanup and restoration efforts of the Great Lakes Basin bordering the United States and Canada. The past four decades of experience within the basin reflects an evolution largely consistent with the epochs outlined in Chapter 1. After earlier emphasis on command-and-control strategies and experimentation with regulatory efficiency measures, many areas of basin policy are making a clear shift into the third epoch and reflect its emphasis on sustainable development. Most notably, one can discern a movement from pollution control strategies toward more preventive and integrative efforts in recent years.
