Abstract
A quarter century has passed since the start of economic, political and social transformation in Central Eastern Europe (CEE). Pension reform seemed inevitable, as the process of economic transformation strained the existing retirement systems. However, there was considerable disagreement on the paradigm to be followed. Was it sufficient to make parametric changes to the existing public pay-as-you-go (PAYG) systems, or were private, individually pre-funded (IPF) pension schemes a more appropriate solution? These keywords were added by machine and not by the authors. This process is experimental and the keywords may be updated as the learning algorithm improves.
