Abstract

This chapter explains the literature on the governance of multi-sector partnerships in two ways. First, it acknowledges that there is often a need for a domain approach when multiple stakeholders are connected through a complex web of interdependencies and no overarching organisation exists to control the domain. Second, it broadens the traditional management concept of governance from a focus on organisational structure to include domain-based notions of governance. The chapter argues that traditional views of governance in terms of markets and hierarchies must be broadened to include notions of domain-based collaborative governance in order to address problem domains that require the participation of multiple parties. It explores the governance of municipal water systems in Canada. The various cases were selected to explore the range of formal governance structures employed in the delivery of municipal drinking water in Canada.
