Abstract
Abstract The Netherlands has been renowned for a long tradition of humanitarian internationalism, seeking a combination of “peace, profits, and principles” through foreign policy strategies historians identify as “maritime commercialism, neutralist abstentionism, and internationalist idealism”. Like the Nordic countries, Canada, and Costa Rica, the Netherlands is a globalized middle/regional power with a strong history of domestic democracy, a moderate level of development, and a demilitarized or neutralist security niche. These necessary conditions are activated by a slightly different balance of similar agents than the typical global Good Samaritan, with less emphasis on leadership and more on an internationalist and mobilized civil society. The Netherlands' humanitarian ideology departs from the standard cosmopolitan consensus, with a more system-building and pragmatic flavor as opposed to the transformational social democracy of Sweden and Costa Rica or the vision of national distinctiveness found in Canada and South Africa.
