Abstract
Dans une première partie, l’auteur présente un ensemble de distinctions relatives à l’insécurité, considérée d’abord comme un état puis comme une perception qui peut prendre la forme d’une préoccupation générale ou d’un sentiment d’insécurité lui-même susceptible d’être vécu comme peur informe ou peur concrète. La seconde partie du texte tente de démontrer que le sentiment d’insécurité est un phénomène qui jouit d’une existence propre et dont la réalité est irréductible à ce qu’il serait censé refléter ou à ce qui le produirait. Cette thèse est examinée à la lumière de cinq facteurs qui, pris ensemble, confèrent au sentiment d’insécurité sa réalité autonome : les insuffisances de l’étiologie, l’inversion de la causalité, l’évaluation des programmes d’intervention policière, l’exploitation politique du sentiment d’insécurité et l’autogénération de ce sentiment.
