Abstract Oil and Gas Producers Association safety figures indicate that motor vehicle incidents (MVAs) account for about a quarter of all fatalities in the upstream oil industry. In Central Asia the figure is much higher. In 1998, three quarters of fatalities in Western oil company operated facilities were due to MVAs. For various reasons MVAs are more common in Central Asia than some other parts of the world and the consequences can also be worse because of the difficulty initiating rescue response activities and the lack of an adequate ambulance recovery and emergency medical services. For these reasons, driving represents probably the greatest risk to employees working in Central Asian operations, and as such is a critical safety factor for our operations there. This paper will discuss the content of a comprehensive safe driving programme that has been developed and implemented by Texaco's North Buzachi operation in Western Kazakhstan. Features of the programme include: driver training clearly communicating driving rules a Permit to Drive Programme minimum safety equipment for vehicles journey planning and logs driver monitors
