Abstract
This chapter examines the response of Alberta's regulatory regime to a new form of activity by the upstream oil and gas sector. It begins by looking at the technology of multistage hydraulic fracturing (MSHF) and its development. It then identifies regulatory roles and assesses how this has played out in Alberta's established energy sector. As unconventional energy resource development has soared, hydraulic fracturing has received increasing attention. The chapter focuses on the credibility gap that has emerged between regulator and public. It examines the approaches to regulation of hydraulic fracturing developed by the Alberta Energy Regulator (AER) and the public consultation processes it initiated. It reveals a public consultation process that has moved outside the traditional regulatory system and a regulator determined to manage the risks posed by these controversial technologies.
