Abstract
Abstract Canada and the United States operated largely in tandem concerning the admission of refugees for the first two-thirds of the 20th century. They both insisted on making their own decisions and neither initially signed the Convention Relating to the Status of Refugees. However, both signed the 1967 Protocol and became more forthcoming. While Canada was praised internationally in the last quarter of the last century, the United States went backwards with draconian legislation in 1996 that undercut the promise of the Refugee Act of 1980. Following the events of 9/11, both nations entered into a safe third country agreement. More recently, Canada has imitated its neighbour to the south and to some extent has pulled up the welcome mat for refugees.
