Abstract
On October 20, 2005, 148 countries adopted a new cultural diversity convention within the framework of UNESCO. The treaty, in force since March 2007, recognizes the dual (culture/trade) nature of cultural goods and services and affirms the rights of states to adopt measures to promote cultural diversity. Negotiated within the relatively short span of four years, it was hailed as a moral victory by most governments and non- governmental coalitions. Only two countries opposed the treaty: the US and Israel. Four countries — Australia, Honduras, Liberia, and Nicaragua — abstained. As of January 2012, 120 states as well as the European Union have adopted the Convention on the Protection and Promotion of the Diversity of Cultural Expressions.1
