Why the rising tide doesn’t lift all boats: wages and bargaining power in neoliberal Canada

Abstract
Neoliberalism promises to unleash a “rising tide that lifts all boats.” But despite growing productivity in Canada, neoliberalism has delivered disappointing real wage growth, particularly for low-wage workers. We employ a bargaining power framework to argue that neoliberal economic, political, and social/cultural developments have eroded worker bargaining power. The resulting “austerity labour markets” characteristic of mature neoliberalism undermine the ability of most workers to benefit from increased economic productivity, and contribute to the rising inequality and insecurity characteristic of the neoliberal era.
