Abstract
Virtual single windows providing on-line services constitute one of the projects of public administration modernization. The Tunisian public administration has initiated the project of virtual single window "Tradenet" which entered into effect in 2001. The project aims at facilitating foreign trade administrative formalities using information technologies. The present paper aims at, first, studying the organizational impacts of Tradenet on both the public administration and involved enterprises and second identifying some determinants of its adoption by banking institutions. The results show that Tradenet seems to lead to minor structural transformation on the concerned firms. In contrast, studied public organisms have seen no change following the implementation of Tradenet due mainly to inertia limiting the ICT's potential. As for the banks, the noticed lag in Tradenet utilization may be explained by their need of assuring information system's compatibility. [PUBLICATION ABSTRACT]
