Abstract
Internationalization and tendency of a transnationality of crime cause increase of value of such component of the organization of the prevention of crimes, as studying and use of foreign experience. The last two decades in the West European countries, in the USA, Canada, Japan actively develop the theory and practice of the prevention of crimes. Thus criminologists of the western countries prefer to talk not about the crime prevention as social phenomenon, and only about its restriction, about constraining impact on concrete criminogenic factors and circumstances. Nevertheless in practical aspect of the prevention of crimes becomes much. It is supposed that the prevention can’t be effective if it isn t organized on the systematic and coordinated basis and doesn t include actions for improvement of life of the population, improvement of criminal justice.
