Abstract
Vingt ans après son entrée en vigueur, l’ALENA montre des signes évidents d’essoufflement et ne rencontre plus les attentes de ses promoteurs. Trois phénomènes attirent particulièrement l’attention. Tout d’abord, la concurrence internationale mine l’intégration et les liens commerciaux entre les trois pays se distendent (désintégration). Ensuite, les entreprises américaines se tournent vers de nouveaux horizons, au détriment des chaînes de valeur nord-américaines (désindustrialisation). Enfin, les trois pays ont choisi de suivre leur propre voie, multipliant les accords commerciaux pour soutenir leurs exportations (déconnexion). Le Canada est toujours le premier partenaire commercial des États-Unis, mais il est confronté à une triple crise : de compétitivité, d’identité économique et de diversion commerciale. En tant que petit pays ouvert sur l’extérieur, la politique commerciale reste sa meilleure arme pour surmonter la crise. D’où l’Accord économique et commercial global (AECG) et sa participation aux négociations transpacifiques (TPP), deux partenariats stratégiques qui doivent permettre de relier plus étroitement son économie avec les chaînes de valeur européennes d’un côté et avec celles de l’Asie-Pacifique de l’autre.
