Resumo Este texto busca analisar os resultados do Programa Nacional para as Cidades de Porte Médio (PNCPM) nas cidades de Campo Grande, Dourados, Corumbá e Três Lagoas. O Programa foi implementado no âmbito do II Plano Nacional de Desenvolvimento (II PND 1975-1979), em que o governo estadual traçou algumas características socioeconômicas e físico-urbanísticas e, posteriormente, elegeu prioridades intra e interurbanas a serem contempladas com investimentos considerados estruturantes e que visavam evitar os problemas característicos dos centros de maior porte – principalmente das metrópoles – como insegurança, trânsito (congestionamentos devido aos grandes deslocamentos casa-trabalho), falta de moradia, elevados índices de desemprego, dentre outros. Assim, o objetivo principal era, através de investimentos setoriais, dar condições às referidas cidades de se transformarem em polos de desenvolvimento, tendo a implantação de distritos industriais como instrumento fundamental. Dessa forma, este texto busca analisar os investimentos e os setores contemplados em tais cidades de Mato Grosso do Sul, assim como as tensões e contradições dessa política pública, implementada no bojo das políticas desenvolvimentistas dos anos 1970.
