Abstract
Au Québec une large part des jeux de hasard et d’argent est sous contrôle direct de l’État. En 1999, le vérificateur général attirait l’attention du gouvernement sur sa responsabilité à juguler et résorber les problèmes qu’en partie il suscite par son rôle de tenancier de jeux de hasard. Étant donné l’association entre l’offre de jeu et les problèmes de jeu, il est souhaitable de circonscrire cette offre. En 2002, le gouvernement agissait en ce sens, annonçant un moratoire sur l’offre de jeu. Néanmoins, depuis son institution, cette offre, dont l’évaluation est approximative, laisse tout de même voir des indices patents d’une forte croissance, ce qui laisse croire que, dans l’ensemble, la gestion étatique de l’offre de jeu se fait en tenant peu compte des effets potentiels et réels sur la santé de la population.
