Abstract
Les divergences, qui opposèrent Washington et plusieurs États européens à l’occasion de la crise irakienne, notamment au regard du droit international et de la légitimité d’une opération militaire, ont souvent été analysées comme une véritable rupture entre les Alliés. La crise semble alors dépasser largement le cadre irakien, les experts américains estimant même qu’elle est profonde, tandis que les Européens continuent d’espérer qu’une coopération nécessaire prendra le dessus, et que les divergences s’effaceront progressivement pour laisser place au partenariat. Il est vrai que depuis la réélection de George W. Bush en novembre 2004, le ton a changé entre les alliés transatlantiques, Washington se montrant plus à l’écoute de ses partenaires, et les Européens se montrant moins catégoriques. Mais derrière cette évolution louable, subsistent les éléments qui expliquèrent la rupture de 2003 et qui pourraient provoquer une nouvelle crise transatlantique, avec en toile de fond les difficultés à définir la place de l’OTAN et, plus encore, de la PESD, dans la sécurité transatlantique.
