Du principe à la démarche de précaution : une réponse à un contexte politique inédit ?

Abstract
La référence experte au principe de précaution est associée à la gestion des risques que les connaissances scientifiques et techniques ne permettent pas de cerner et de prévenir ou maîtriser au moment où les choix technologiques activant le référentiel se posent. Construite socialement comme un principe substantif, la précaution est censée orienter le contenu de la décision politique en indiquant à son auteur l’état final souhaité. L’enjeu valoriel et la forte charge affective des principes de justice distributive, activés par l’application du référentiel substantif de la précaution, expliquent que les acteurs ne s’accordent pas sur un indice substantif de sécurité fondé sur ce principe. Une autre manière d’interpréter le référentiel de la précaution serait d’y voir un standard procédural encadrant le processus décisionnel et son suivi, de définir la démarche de précaution. L’acceptabilité sociale de la gestion de l’incertitude scientifique étant devenue une question incontournable, la mise en débat de la signification de la démarche de précaution pour assurer sa coproduction est un préalable d’un référentiel ambitionnant d’emporter l’adhésion sociale. Concrètement, il s’agit d’organiser un débat public conçu comme un espace de communication interactive sur la démarche de précaution. Pour être efficace et efficient, un tel débat ne peut faire l’économie d’une réflexion sur ses objectifs, ses moyens et ses séquences en même temps que sur l’identité de ses acteurs et sur ses thèmes. Un scénario de la précaution a donc été avancé pour baliser cette réflexion.
