Abstract
Die am 30. Oktober 1995 abgehaltene zweite Volksbefragung über die Zukunft der Provinz Quebec im kanadischen Bundesstaat war kein isoliertes Ereignis. Der Keim für die Idee dürfte für viele Menschen bereits am 20. Mai 1980 gesät worden sein. Damals, in der Nacht des ersten Bürgerentscheids, stand ein am Boden zerstörter René Lévesque, Premierminister der Provinz und Anführer des separatistischen Lagers, mit gebrochener Stimme auf der Tribüne des Centre Paul Sauvé. Er versuchte, gegen den Lärm der Menge anzukommen, die ihn nicht sprechen lassen wollte, um schließlich diese wenigen Worte herauszubringen: «Wenn ich euch richtig verstanden habe, wollt ihr mir sagen: bis zum nächsten Mal ...»
