Abstract
RÉSUMÉParmi les dimensions de la gouvernance foncière, l’impôt foncier est un outil de politique peu utilisé dans les pays en développement. Bien qu’il puisse être un facteur de précarité et d’exclusion, une bonne gestion du foncier participe à lutter contre la pauvreté, la corruption et l’accaparement des terres. L’article examine les enjeux institutionnels et opérationnels des systèmes fonciers au Mali et au Vietnam d’après des données provenant d’entrevues avec des fonctionnaires des services cadastraux et fiscaux. Les résultats démontrent que, parallèlement à son rôle dans la mobilisation des ressources pour le budget public, l’impôt foncier est un outil efficace pour la bonne gouvernance, l’aménagement du territoire et le développement urbain.
