L’intervention de l’État auprès des personnes handicapées : l’exemple d’un décret wallon

Abstract
Le présent article vise à poser une problématique d’éthique sociale dans le domaine du handicap. Il présente le dispositif administratif et technique mis en place dans une région de l’État fédéral belge : la Wallonie. Il examine ce dispositif à la lumière des théories actuelles concernant la société civile et le rôle du monde associatif dans l’action sociale. En quoi l’État s’articule-t-il réellement aux préoccupations présentes dans les mouvements sociaux portés par les acteurs concernés? La problématique débouche sur la question de la véritable démocratisation dans le dispositif présenté, compte tenu des théories relatives au rôle de la société civile. A-t-on affaire, dans le champ du handicap, à une nouvelle éthique sociale qui prend davantage en compte, de manière démocratique, les attentes, les préoccupations et les besoins des usagers, relayés par le monde associatif ?
