Abstract
Il n’est pas rare que l’on défende le système de santé public en affirmant que les soins de santé ne devraient pas être considérés comme des « marchandises ». Cela fait de l’approvisionnement public le seul mode de distribution acceptable. Malgré le fait que cet argument soit considérablement répandu, il est surprenant de voir à quel point on s’est peu intéressé à son examen. Cet article tente non seulement de montrer qu’il s’agit d’un mauvais argument, mais qu’il s’agit surtout d’un argument qui nous détourne de la logique du système de santé actuel. Il perpétue l’idée fausse, largement partagée, selon laquelle les soins de santé sont un bien public pur dans notre société. Dans l’ensemble, l’État canadien fournit une assurance-maladie, et non des soins de santé. Par conséquent, la logique du financement public se justifie bien plus par la défaillance du marché dans le domaine de l’assurance que par les qualités intrinsèques des soins de santé.
