Nous étudions dans ce texte la relation entre pouvoir et communication dans une logique processuelle à travers l’analyse d’un cas de développement de formations universitaires que nous avons suivi pendant sept ans. Notre terrain se construit autour de projets de développement de l’offre de formation d’une université française à la faveur de la loi relative aux libertés et responsabilités des universités (LRU), réforme nationale de réorganisation de l’Université française qui vise l’autonomie de ses constituantes. Nous développons l’idée que le pouvoir n’est pas institutionnel ou structurel mais évolue en fonction d’une trajectoire organisationnelle dont les évènements permettent l’assouplissement des contraintes normatives et le développement d’un pouvoir lié à la capacité de faire sens des nouvelles possibilités contextuelles.
