Abstract
This article looks at the innovations of New Public Management in connection with ministerial accountability in parliamentary commissions. It describes emerging practices in six OECD countries and looks at the impact of institutional factors on the appearance and the implementation of these reforms. In the process, it describes the contributions of some neoinstitutionalist trends.
