Abstract
Les politiques publiques contre les drogues qui se sont succédé en France depuis trois décennies ont hésité entre réprimer et soigner, mais ont finalement rempli ces deux missions. En dépit de leur structures et de leurs moyens plus ou moins adaptés, les actions publiques sont tout de même parvenues sinon à endiguer les différentes vagues des toxicomanies de masse au moins à en limiter les dégâts. Finalement, les recherches et les actions dans la lutte contre le « fléau » drogue ont permis d’accumuler un certain nombre de connaissances et notamment dévoilé la complexité du phénomène. La toxicomanie a contraint les pouvoirs politiques à développer un travail en commun ou en réseau, qui n’était pas dans la culture de ces institutions.
