La renouveau d’intérêt pour l’éthique des agents publics est liée dans les sociétés occidentales à une série de facteurs tantôt communs, tantôt spécifiques à un pays. Quatre raisons expliquent cet intérêt en France. Il y a d’abord la disparition progressive d’un modèle qui assurait la transmission des valeurs du service public. Un deuxième facteur réside dans la perte de la spécificité du travail dans l’administration publique qui a entraîné, en troisième lieu, une évolution des représentations idéologiques des fonctionnaires : sens de l’État en baisse, identification aux usagers, montée de l’individualisme. Enfin, la montée du néolibéralisme et l’apparition de la nouvelle gestion publique ont rendu plus perverse l’hypocrisie de l’État face à l’argent des fonctionnaires. Tous ces facteurs ont contribué à faire émerger un besoin d’éthique qui n’apparaissait pas jusqu’ici comme un problème et à rapprocher la manière de l’appréhender de celle du monde anglo-saxon.
