O trabalho analisa o conceito e os paradigmas que envolvem a educação aberta à luz da Universidade Aberta do Brasil (UAB), seu contexto de desenvolvimento e finalidades, a partir da crítica calcada em Silva (2013). Criada em 2005 para expandir a educação superior no interior do Brasil, inspirou-se no padrão espanhol (UNED) e na Telé-Université de Quebec, Canadá, embora o modelo mundial seja a Open University of United Kingdom (OUUK). Na literatura sobre EaD há vasto material sobre docência e formação de professores, além de reflexões sobre Tecnologias da Informação e Comunicação (TIC`s) e redes sociais. Mas há poucos textos que aprofundam o conceito de educação aberta e sua política pública. Os aspectos relativos à implementação da UAB considerados foram: municípios contemplados, IDH-E, distribuição e tipos de cursos por região. Os resultados sugerem que a UAB não se adequa ao conceito definido de educação aberta, pois na produção do conhecimento não há abertura e flexibilidade, não se pauta no gerenciamento das escolhas e nem nas referências dos paradigmas que delineiam o seu conceito.
