Dans cet article, l’auteur porte un regard sur une dimension fort négligée de l’éthique gouvernementale, mais pourtant capitale : ses fondements politiques. Il tente de savoir ce que les discours officiels en matière d’éthique gouvernementale nous apprennent sur la reconfiguration du politique, mais surtout ce que l’analyse politique révèle sur l’orientation particulière qu’a prise l’éthique gouvernementale au cours des deux dernières décennies. L’étude est guidée par l’hypothèse suivante : les fondements de l’éthique gouvernementale sont essentiellement politiques. Ainsi, le développement de l’éthique gouvernementale ne peut pas être bien compris si l’on ne mesure pas l’importance que les responsables du dossier ont accordée à la nécessité de réagir à la crise de confiance qui semble s’installer dans nos sociétés à l’égard des institutions publiques.
