Abstract
La politique internationale du Québec sous la direction du premier ministre Jean Charest (2003-2012) présente un paradoxe. C’est en effet sous la direction d’un premier ministre résolument fédéraliste que le Québec a atteint un niveau de dynamisme jamais observé sur la scène internationale avec notamment de très nombreux précédents. De plus, malgré un contexte général d’austérité, son gouvernement a même augmenté ses investissements pour les questions internationales. Cet article cherche à en comprendre les raisons à partir notamment d’entrevues semi-dirigées avec des hauts fonctionnaires, des membres des cabinets politiques et l’ancien premier ministre lui-même. L’hypothèse est que le leadership du premier ministre qui est le principal facteur explicatif.
