La prolifération des algues vertes échouées sur les plages est un problème inscrit à l’agenda public depuis les années 1980 en Bretagne (France). Passé d’un problème essentiellement local au départ à un problème d’envergure nationale depuis la fin des années 2000, ce cas offre une illustration particulièrement frappante de cette idée que les indicateurs écologiques sont des entités éminemment politiques. Nous analysons l’imbrication du politique et du scientifique en suivant l’élaboration de tels indicateurs. À cet effet, nous mettons en perspective le processus de construction scientifique des indicateurs écologiques et le processus de construction politique des problèmes publics auxquels ils peuvent être rapportés. L’expertise scientifique autour des « algues vertes » se caractérise par un climat de fortes controverses qui l’a accompagnée sur un temps relativement long et qui l’a empêchée d’acquérir une véritable légitimité jusqu’à une période récente. Nous montrons la relative inefficacité du travail de démarcation entrepris par les protagonistes de la controverse, et en revanche l’impact positif de l’adoption de nouvelles catégories d’intervention elles-mêmes validées par une expertise d’État qui se pose en arbitre pour stabiliser la controverse.
