Abstract

Les débats sociologiques traitant de la question de la globalisation ont longtemps dressé le portrait social de l’ère actuelle en contraste avec la conception de la période d’après-Guerre héritée des réalistes. Ils ont ainsi contribué à la perception selon laquelle un âge d’or de l’État-national souverain aurait été supplanté par l’ère de la globalisation. En nous basant sur une évaluation de contributions récentes de différentes théories des relations internationales, nous analyserons la nécessité de nuancer cette perception. Nous nous intéresserons notamment à l’éclairage qu’une sociologie historique des processus capitalistes et des institutions néolibérales peuvent apporter au débat opposant les réalistes aux globalistes. Enfin, nous réévaluerons la transformation des modalités à travers lesquelles s’institutionnalisent la souveraineté et le pouvoir au sein des relations internationales contemporaines en indiquant les limites des approches qui soutiennent que la globalisation aurait complètement mise en péril la capacité des États, et des États-Unis notamment, à exercer leur souveraineté.
