Alors que, depuis quelques décennies, on tente de promouvoir des mesures de réinsertion sociale et de mettre sur pied des mesures pénales autres que l’emprisonnement pour favoriser l’inclusion et la réintégration dans la communauté, d’autres forces poussent plutôt vers l’exclusion des délinquants et des marginaux au nom de la communauté que l’on veut protéger. Les groupes qui s’affrontent sur la scène sociale ont des motivations et des intérêts divergents. L’article analyse le contexte et les facteurs macrosociologiques en jeu ainsi que les motivations plus ou moins explicites des différents acteurs sociaux.
