La multiplication des indicateurs écologiques et de leur usage dans l’action publique invite à mieux comprendre les cadrages normatifs qu’ils véhiculent. Cet article propose un cadre conceptuel pour étudier ces cadrages à partir des controverses qui ont émaillé la construction de ces indicateurs et leur usage. Il s’agit d’étudier les opérations de catégorisation et de quantification de l’environnement utilisées pour construire ces indicateurs. Comme d’autres représentations simplifiées du réel, ces indicateurs constituent des conventions sociales qui regroupent, mais aussi excluent, certaines réalités environnementales distribuées dans le temps et l’espace. De ce fait, elles peuvent s’aligner ou s’opposer à des processus politiques de construction territoriale ou de mobilisation autour d’une cause. Le cadrage écologique que ces représentations véhiculent peut alors servir un cadrage politique. La construction sociale de ces indicateurs doit également être analysée à la lumière des contraintes des financeurs et des utilisateurs de ces outils. Il importe alors de tenir compte des effets d’inertie induits par les données existantes et du type d’action qu’un indicateur permet de justifier en termes de relation causale et d’échelle de décision. Cet article introduit également l’ensemble des contributions de ce dossier en spécifiant comment chacune illustre l’appropriation politique des étapes de construction d’un indicateur écologique, la prime aux indicateurs existants et les effets de ces indicateurs en fonction des instruments d’action publique auxquels ils sont associés.
