La question de la distribution interétatique des ressources financières prévues en soutien à l’adaptation des pays en développement sous la Convention-cadre des Nations Unies sur les changements climatiques (CCNUCC) a fortement attiré l’attention tant dans les débats académiques que dans les négociations politiques internationales. Quels sont les paramètres devant guider l’allocation de ces financements ? Des considérations d’équité et d’efficience sont présentes dans le texte de la CCNUCC (1992) et dans différentes décisions prises par la Conférence des Parties à la Convention. Il est cependant tout à fait apparent que des notions d’équité dominent dans ces textes pour ce qui concerne l’allocation du financement de l’adaptation. Pour certains observateurs, cette prééminence des questions d’équité serait due à la difficulté d’évaluer l’efficience des actions d’adaptation. Il est vrai que l’incertitude relative aux évolutions climatiques futures et aux trajectoires d’exposition et de vulnérabilité contraint fondamentalement l’étude de cette question. Cependant et comme nous le mettons en évidence dans le présent article, l’évaluation de la vulnérabilité des différents pays – c’est-à-dire de leurs besoins en matière d’adaptation – est tout aussi complexe. À notre sens, l’importance accordée au critère d’équité dans l’allocation des financements internationaux visant l’adaptation doit plutôt être comprise comme étant le reflet de choix éthiques, d’essence normative. Le présent article a précisément pour objectif de mettre en lumière ces choix normatifs et d’en examiner les manifestations dans les pratiques allocatives des fonds multilatéraux dédiés au financement de l’adaptation – des fonds largement considérés comme des « laboratoires » des efforts en la matière.
